Will American Economy Benefit From The War Against Terrorism?

Introduction

After the collision of twin towers in New York, the United States has been raising a global war against terrorism. Even a successful defeat of the Taliban Omar and the pacification of Iraq, the public are still focusing on the big problem the economy. An ABCNEWS/Money magazine poll conducted in April this year found that 76 percent of Americans saying the national economy was in bad shape, the most since December 1 (Langer, 00).

Purpose of this paper is to discus the effect of American economy by the war. Economy is now suffering from depression after the blooming decade of the 10s. This paper is trying to answer will the economy benefit or suffer by the war against terrorism through the following aspects.

Research

1. Progress of the war

U.S. and the coalition won the war in Afghanistan and Iraq after the September 11. It is clear that the coalition can win in Afghanistan and Iraq in one way or another, but it will be a long slog. The question is how the United States tell if it win the war on terrorism. There is no way to forecast how long the war is likely to last, or what forms the fighting may take in the future.

Terrorists' camps in Afghanistan have already been destroyed by the coalition bomber. U.S. troops are still making slow progress tracking down the Taliban Omar, Hekmatyar, etc. Saddam Husion's region has been overthrown by the military action against Iraq. U.S. government has made reasonable progress in capturing or killing the top 55 Iraqis. Saddam Husion is till hiding somewhere in this planet. Black Hawk was knocked down by RPG again last week, not in Somali this time, but in this hostile country where U.S. casualties are increasing every week. With respect to the Ansar-Islam, American is just getting started.

Summing up the record since the September 11, 001 attacks on the United States, US Defense Secretary Donald Rumsfeld addressed that grelatively little effort has gone into developing a long range plan to stop the next generation of terrorists even though great efforts are being made to stop terroristsh (Rumsfeld, 00).

. Cost of the War

American still can not see the end of this war. The cost-benefit ratio is against the United Sates. The cost against the terrorists is billions against the terrorists' cost of millions, which is still escalating.

Estimate of the war is a blow. International Horizons Unlimited (IHU) projects that the United States will divert a total of more than $470 billion to combat terrorists in 00 and 004 (Bailey, 00). By the end of this year, IHU projects that the United States will have spent nearly $74 billion in its war efforts in Iraq alone. That does not include an additional $7. billion IHU says will be spent to reconstruct Iraq and another $00 million to reconstruct Afghanistan this year (Bailey, 00).

According to IHU, there will be another $48 billion spent to upgrade airport security and some $50 billion to upgrade U.S. power grids. American has real problems with infrastructure. Furthermore, ports are a sieve, borders remain a series of holes and airport security is still weak. With the second anniversary of the attack, the federal government is heading toward a record $480 billion deficit in 004 (Bailey, 00).

. Economy status

Two years into the war on terrorism, hopes that the struggle would be only a brief drag on the economy are fading. Businesses and consumers are facing a growing list of security-related burdens. The federal deficit is ballooning from increased military spending and Americans are jittery about the future. We have reasons believe that the first decade of the 1st century could well be a mirror-opposite of the 10s.

According to a CBS news poll conducted in 00, % American think economy/job is the most important problem face this country comparing with 16% respond on terrorism. 61% responded that Gorge W. Bush should be paying more intention to economy (Concerns at Home The economy & Terrorism, 00).

Investments on business in the last decade helped spur a record-long 10 years of economic expansion and a surge in productivity. But now, Congress is debating President Bushs request for an additional $ 87 billion for the Iraq occupation, and soaring spending on defense and homeland security has brought back the era of massive budget deficits (Crutsinger, 00).

If you add everything up, a significant weight has been placed on the economy, said Mark Zandi, chief economist at Economy.com. Going forward, we are just not going to see the kind of investment and productivity growth we would have had because we are devoting so much more to defense and homeland security (Crutsinger, 00).

The increased government borrowing will definitely drive up interest rates not only for consumers trying to buy new homes and cars but also for businesses. That will make it more expensive for companies to get the money they need to expand and modernize, the kind of investment that boosts productivity.

U.S. manufacturing is already in a deep slump with .7 million job lost over the last three years according to a statistic on U.S.A. Today. Tourism, already hard hit since the /11 attacks, is losing business to other countries because foreigners must wait so long to obtain travel visas. The increased emphasis on security has also created new problems for businesses. American companies are having trouble obtaining visas to get customers into the country to inspect everything from jet airliners to machine tools. Chip Storie, a vice president at Cincinnati Machine, said one of the companys top Chinese customers is now considering switching to a Japanese or European competitor because it took six months to get the visas needed to travel to Cincinnati to inspect a $ 5 million machine tool purchase (Crutsinger, 00).

4. Economy prospect

There are two different points of view on the economy prospect in the war against terrorism. Many analysts believe U.S. economy will suffers from this war, while some argue that the war on terrorism will help America get out of a recession. The following is the analysis of these two kinds of theories.

¡ Theory 1 The war will boost the economy

Robert J. Barro concludes in Business Week that the current war will be expansionary and will, therefore, help the U.S. economy recover from its current slowdown.

In his article Why the War against Terror Will Boost the Economy, Barro analysises that if we consider World War II, Korea, and Vietnam, we have examples of large, medium, and small wars. In World War II, peak military spending in 144 was 60% to 70% of prewar gross domestic product. During the Korean War, spending peaked at around 11% of GDP in 15, and during the Vietnam War, it peaked at about % of GDP in 168. The evidence is that economic activity expanded during each war but by less than the amount of wartime spending. Barro estimates that each $1 worth of military outlays led to a 60 cents-to-70 cents increase in GDP. To put it another way, while military spending raised output, there was no free lunch. The spending had to be paid for by decreases in other forms of spending, especially business investment.

Given the insecurity of the post-September 11 world, Barro expects a long-lasting increase in defense spending. If the U.S. responds as it did during the Reagan Administrations defense buildup of the early 180s, defense spending would rise another 1% to 1 1/% of GDP over a one- to two-year period (Barro, 001). Thus, the overall spending stimulus from the war on terror will likely be similar to the extra % of GDP that was expended at the peak of the Vietnam War. Using the kind of economic response mentioned before, where GDP rose by 60 cents to 70 cents for each dollar of military outlay, this stimulus is likely to help the economy avoid a recession in 00 (Barro, 001).

¡ Theory . U.S. economy will suffer from this war

Many economists believe that economy does not benefit from war. In fact it suffers from it. Sometimes putting an economy on a war footing can have positive results, because people become more public spirited and work harder. Andrew Oswald, professor of economics at Warwick University, says most of the recent evidence has shown, however that the localized conflicts and periods of heightened military tension since 145 have been anything but good for western economies, with any short-term benefits from higher defense spending outweighed by dearer energy, higher inflation and lower consumer confidence (Denny and Elliott, 001).

Let us say that somebody broke the window of a shop by a stone. The shopper will have to buy a new window. People think that creates business for the glazier and that is good. This is the gbroken window fallacyh described by Henry Hazlitt in his book Economics in One Lesson. Now let us look at the shopkeeper, though. He has $00 with which he was going to buy a new coat. However, now he must buy a new window with that money instead of a new coat. This means that the tailor is going lose the business that the glazier is getting. No new business has been created, only transferred. But the shopkeeper only has a window, instead of a window and $00 or a window and a coat. Hence there has been a net loss, and the economy did not benefit from the broken window (Hazlitt, pp.11-1). If a brick is thrown through a window, than the person who has to buy a new window has suffered a loss of wealth. If a war takes place, the same thing happens, but on a larger scale. Many people suffer great losses. The recent terrorist attacks on the United States, and the ensuing retaliation has already started to affect the American economy. There have been large layoffs in the aviation industry. Consumer confidence has been badly shaken. Some people think government spending, even spending on its war against terrorism, will help the economy. But the money expected to be spent as a result of the attacks overstates the simulative impact of fresh government spending, since much of it will simply go to replace lost incomes (United States How big a blow?, 001) In the long run, things could get even worse. Permanently heightened security within America and on its borders could raise business costs and reduce productivity. (United States How big a blow).

Conclusion

I can drive a conclusion from the analysis above that the U.S. economy is obviously suffering from the war against terrorism.

It has beenyears since the terrorism attack. U.S. government has spent a huge amount of resources on fighting the enemies. Yet it is still early to tell how long this war will last. Sometimes American doesn't even know where our enemy is. America is experiencing the depression after the expansion of the 10s. 800,000 American have lost their job (Bushs address to focus on war, economy, 00). War might create some opportunities for business, while war can not create fortune. This war is still gulping the necessary resource, investments and even consuming confidence which are critical for our depressing economy meantime.

Some politicians and economists will argue whether or not war is or is not good for the economy, if they do or do not wish to go to war. But the only reason that a country should go to war is when it is absolutely necessary, not because of a mistaken idea that war is good for an economy.

SBC, previously known to many of us in Sacramento as Pac Bell, made a recent announcement noted in an article by Network World Fusion, that they were adding "…managed Wi-Fi services for schools and hospitals to enable those institutions to converge voice and data traffic onto a single wireless network."

SBC, citing data from EduVentures, a U.S. educational consulting firm, said more than 110,000 public schools combined spend nearly $6. billion a year on technology. Of that, about $500 million is spent on wireless technologies, but that is expected to quadruple by next year, SBC says.

I believe the implications of this article are significant. First, even if EduVentures' forecast is less, the amount to be spent still could be between $1-$ billion and that represents just one industry, education. A sustainable trend is usually preceded by a threshold amount, which, I believe is represented by this forecast. Second, for small schools or small school districts, the SBC announcement represents a possible outsourcing that up to this point didn't exist, at least, not for the Sacramento area. Lastly, some of the Wi-Fi standards are just now being ratified and ramped up for faster speeds and better security, both critical to expanding Wi-Fi to schools. It will be interesting to see how SBC packages their pricing since what was not mentioned in the article was any approvals by a state public utilities commission (PUC), such as California's PUC.

In this next section, I plan to talk about some of the terms mentioned since this article is from a technology trade publication. Wi-Fi stands for wireless fidelity a term coined and copyrighted by the Wi-Fi Alliance, an industry sponsored organization that certifies the interoperability of IEEE 80.11-based wireless equipment. IEEE stands for the Institute of Electrical and Electronic Engineers and they are the group that created a whole series of wireless specifications based upon the original Ethernet protocol, IEEE 80..The Ethernet protocol is what everyone, and I mean internationally, is using if they want to access or be a part of the Internet. So Wi-Fi technology is about high-frequency wireless local area networking (WLAN) and because its origins are from Ethernet, it also uses the Ethernet protocol.

The series of wireless specifications are 80.11a, 80.11b, 80.11g and more recently 80.11i. The fact is there are even more specifications in the 80.11 alphabet soup but I think these are the more important ones at this point in time. The 80.11b spec was actually the first real marketing success. The 80.11b technology "operates in the .4 GHz range offering data speeds up to 11 megabits per second", mbps. (A quick side note Mbps represents megabytes per second and mbps represents megabits per secondthe difference being a magnitude of 8, significant when used in data transmissions.) Most computer systems today, if they are using wireless technology, are using the 80.11b specification. The 80.11a technology provides up to 54 mbps in the 5 GHz range. The 80.11g technology offers wireless transmission over relatively short distances at up to 54 mbps in the .4 GHz range. Note that the 80.11b spec is compatible with the 80.11g since they both operate in the same high-frequency range. This means, in theory, if you are using an 80.11g access point, a laptop with 80.11b wireless capability can communicate through that access point. I mention in theory because current 80.11g products are ahead of the ratified specification (which should happen this summer). Lastly, the 80.11i specification, which is still a work-in-progress, has to do with improved security.Works Cited

Wuthering Heights

Wurthering Heights was written by Emily Bronte, one of the Bronte sisters. The author finished this novel in 1847. After that, Emily died soon in 1848 with age thirty. Meanwhile, there were more sad things happened in her family because of her sister¡|s following death. In nineteenth-century Wurthering Heights was put much value by the readers. They were shocked by the violence of the characters¡| feelings and actions. Even her sister Charlotte, the author of ¡§June Eyre¡̈ wrote of the horror of great darkness that hung over the novel. But since then Wruthering Heights has become a classic novel and adapted for the movie and television. It was the only novel that Emily made in her life.

There were few trees and houses on the Yorkshire moors and strong wind blew days and nights. On this moors began our story. The Earnshan family lived in a house called Wurthering Heights for centuries. One day Mr. Earnshan, the master of this house, brought a strange gipsy orphan named Heatheliff back home to let him be a new member of the family. It seemed very unacceptable to the daughter of Mr. Earnshan, Catherine, and her elder brother, Hindley. However, Catherine and Heatheliff became good friends and even fell in love with each other. As for Hindley, he hated Heatheliff and always being cruel to him. The more he grew up, the more his hatred was. After old Mr. Earnshan died, Hindley became the master of Wuthering Height. He tried to separate Catherine and Heatheliff. He sent Catherine away to the Linton family at Thurushcross Grange, so that she would be taught to behave like a lady. Contrarily, he treated Heatheliff as a servant, who had to work all day on the farm. Heatheliff was mocking by the people around him. Few months later, Heatheliff suddenly disappears, as he heard that Catherine was going to marry the son of the Linton, Edger. No one knew where he had gone. Although Catherine was sad, she still married Edger and had a happy life during the next four years until Heatheliff appeared. Heatheliff returned with wicked plan to take revenge on the Earnshan and the Linton families. Heaheliff took all of their land and money and destroyed these two families. While Heatheliffs plan became successful, Catherine died. That made Heatheliff very sad. At last most of the two families members died, except the last generation, the daughter of Catherine, Cathy and the son of Hindly, Haroton. Heatheliff achieved his purpose, however, he was no longer happy and died strangely in a rainy morning. Cathy and Haroton got all of their inheritance back and lived together forever.

It is a sad story. When I was reading the book, I felt sorry for the people in it, especially for Heatheliff. Since he was young, his heart was full of hate and worked all his life to revenge. The determination of revenge even made him being so little interested in his lift. He even forgot to eat and drink. Why did he live like a devil instead of enjoying the vest of his life.

The story showed the dark side of human being so genuine. The characters, which are just like us, have weakness and their weakness lead them into unhappiness. The purpose that Mr. Earnshan brought Heatheliff to his family was to let his two children learn to be a kind person. But Hindly was so selfish that he treated Heatheliff so badly and it created Heatheliff¡|s hatred. Catherine was full of vanity. Although she clearly understood that her true love was Heatheliff, she still married Edger Linton because Edger¡|s wealth would make her a rich woman.

The background of this story is 18th ~ 1th century. We can realize from the book that people in that period used to have a hierarchical concept. The gipsy people are seriously despised as evil creatures. It was very unfair in that period.

Emily Jane Bronte was born July 0, 1818, at Thornton in Yorkshire, the fifth of six children of Patrick and Maria Bronte (nee Branwell). Two years after her birth, her father was appointed curate of Haworth, an isolated village on the moors. Both of Emilys parents had literary leanings; her mother published one essay, and her father wrote four books and dabbled in poetry. In 181, shortly after Emilys third birthday, Maria died of cancer. Marias sister, Elizabeth, came to live as a housekeeper and was responsible for training the girls in the household arts. Although Emilydid spend a few short times away from Haworth, it was her primary residence and the rectory where she resided now serves as a Bronte Museum. Emilys only close friends were her brother Branwell and her sisters Charlotte and Anne.

In 184, the four eldest daughters were sent to Cowan Bridge School, a school for daughters of impoverished clergymen. The conditions were harsh and an epidemic soon broke out, taking the lives of Maria and Elizabeth. Charlotte becames very ill as well, and she and Emily were sent home to Haworth. About this time, Branwell, the only boy in the family, received a box of twelve wooden soldiers. The children began to write stories about them called the Young Men plays. In 185, Charlotte became a teacher at Roe Head school and Emily joined her as a student. Emily, however, could not stand being away from her beloved moors, and became violently homesick. She returned home and her younger sister, Anne, took her place.

Emily began writing poems at an early age and published twenty-one of them, together with poems by Anne and Charlotte, in 1846. The slim volume was titled Poems by Currer, Ellis, and Acton Bell. Only two copies were sold, and the failure led all three to begin work on novels Emily on Wuthering Heights, Charlotte on Jane Eyre, and Anne on Agnes Grey. At an even earlier age, she collaborated with Charlotte, Branwell, and Anne on the plays and tales that developed into the Glass Town saga. By 184, Emily and Anne were thoroughly engrossed in writing their own saga involving two imaginary islands in the north and south Pacific, Gondal and Gaaldine. No early prose narratives survive, but several poems by Emily and Anne refer to Gondal places and characters.

In 1848, Branwell became addicted to both drugs and alcohol and it soon became clear that he was dying. Emily had always counted Branwell among her closest friends and was the only one of her siblings who allowed that friendship to triumph over the urge to judge; she went as far as beating out the flames with her bare hands when he, in a drunken stupor, wrapped himself in a blanket and lit it on fire. Despite all of her efforts, Branwell died in September 1848 at the age of thirty. Emily caught a cold at his funeral and never left home again. She died of tuberculosis on December 1, 1848, also at the age of thirty, and never knew the great success of her only novel Wuthering Heights, which was published almost exactly a year before her death on December 1, 1848. From the opinions of those who knew her well, Emily emerges as a reserved, courageous woman with a commanding will and manner. In the biographical note to the 1850 edition of Wuthering Heights, Charlotte Bronte attributes to her sister a secret power and fire that might have informed the brain and kindled the veins of a hero, while Monsignor Heger, who taught her in Brussels, was impressed by her powerful reason and strong, imperious will.

Have you ever heard of that place? That place that everyone is supposed to have for himself. The place where you're supposed to go to get away from everything. The place that may be far away or right upstairs or in your mind or wherever, just a place. I never had a place, not until I turned 16 and got my license. It was then that I rediscovered a place I'd been to so many times before. In a moment I saw it with fresh eyes and a new spirit. My place is the beach. Any beach, it makes no difference, just one that isn't swarming with people.

Previous to my days as an independent visitor, the beach was an endless playground. All day was spent riding the waves on inflated rings and ducks and frogs. Every log, rock, and cave was my personal jungle gym, one that was waiting for me just as I left it upon each return. Some of the beaches had tide pools, which I would explore with a stick and anything but a steady hand. There were anemones and starfish to bug and crabs to seek vengeance on for the terror they struck in me. The continuous search for grand seashells are what kept me going when my energy had run low and the adults were still trudging along at their grueling pace. All the while, through my fun and exasperating days at the beach, I remembered to keep a watchful eye on the ocean and particularly on the offshore breakers, where sneaker waves are born. Sneaker wave is a common term used to describe the crippling gushes of water that commonly bombards the beaches of the world. Sneaker waves proceed out of the breakers as innocent current, waiting until one's guard is let down to pounce on unsuspecting visitors. So often, visitors resting on the dry sand that lured them into a false sense of security find themselves suddenly terrorized by the infamous sneaker wave.

I most often encountered the sneaker wave to the Oregon coast, where my fears of the sneaker wave began. It was on a family visit to Cape Lookout, a peninsula with a long narrow strip of beach and relatively few visitors. I was about five and it was nearing the end of our day at the beach. My father and mother, a couple that were close friends of theirs, and myself, were making our way down the beach headed back to the car. I almost made it home dry and happy when the sneaker wave sought me out. I saw it from the corner of my eye, it started behind me, swiftly and with the slightest murmur it caught up to my bare legs. The sudden chill sent me running to what, to me at the time was a giant boulder. This boulder, a big rock that stood a merefeet or so above the sand and was just wide enough for me to fit both feet on, was apparently going to save me from the evil sneaker wave. I shouted to my fleeing parents, "Look, I'm safe. It can't get me!" Well whatever I thought at the time, I thought wrong. All of a sudden I was down, drenched and crying out for relief from the pinching cold that covered my body.

I can't recall when the beach changed from a playground with a hidden danger into the safe haven that it now is for me. It was somewhat gradual; as I grew older I began to really appreciate the beauty of the ocean, the shoreline, the sea life and entire atmosphere that embraces each visitor that asks only to be embraced as gently. The beaches along the Oregon coast were the first place I sought to go after I got my license. I drove a shorthours or so but was ultimately transported into a different world all together. A serene yet simplistic wonderland awaited me. As with any beach these days, if I'm a lone visitor the long walks I take give me time to reflect every aspects of my life, time to think of family, friends, plans for the future, or nothing at all. I am secluded but not lonely when it's just me at the beach surrounded by everlasting, restless waters and teased by the chilling salty wind that stings my skin but soothes my soul. It's rare for me to venture into the frigid waters of the Pacific Ocean this far north, for when I do venture into the bone chilling waters I am burned by the icy waves as they inch father up my body. It's a rush that requires me to be in a certain frame of mind to acquire.

The beaches of the world are all so unique and can offer every person a different experience on each visit. This is what I love about it. It's exactly why it my place to retreat to whenever I get the chance. All beaches are never ending but always offer the same elements of comfort and serenity upon each visit. Whatever beach I visit I find what I wish to there, beauty, freedom, hope, and peaceful moments that I can keep to myself forever. The beach is my place.

Lord Byron was not only just an average poet as people of his time thought he was. Byron was a celebrity, for his stardom was rising every time. He was very sexually active, he attracted many young girls and ladies because of his good looks. He inherited his father's property at a young age. Byron would write about society most of the time, especially about his feelings on sexuality, women, and society in general. But he also talked about nature, for he is one of the best that puts him in the list among the great poets of the Romantic era. Byron not only spend his time writing how he felt, he let the action speak his emotions for itself. One such example is when he volunteered as a soldier to help fight Greece's independence from Turkey. He got caught by an illness and died. But Byron never had an immature image even though he made some wrong choices in life. Byron loved life in his own definitions.

Byron's poetry is about society and nature. But he has a talent of combining both of those elements to create an exquisite work of art. One such example can be seen in "The Prisoner of Chillon." Here he describes images of the prisoner Bonnivard being locked up and Byron gets out the message that being imprisoned for what you believe is wrong. He was totally against that idea. In this poem, it is quite pessimistic and sad. His type of literature is famous that today we have created an element of his literature called the Byronic Hero. Byronic Hero is very idealistic and pessimistic in the hero's state of being. Can be rebellious and religious at the same time. This type of character is Bonnivard. Byronic Hero can be seen in Childe Harold's Prigrimage and Manfred. Byronic Hero is described in poetry when Byron tries to present the downfall or the character's lowest point in his life. Byron tend to write poetry when he is influenced by an event, such as "Darkness." He wrote that poem just to make us think, what would have happened if the sun was gone permanently? The volcanic eruptions made him aware how important life is. He puts that thought on the paper.

Byron tends to write about beauty, sexuality, and the aspects of how he feels about it. Byron appreciates beauty not in the sense of what everyone thinks of true beauty, but how he feels about beauty. This is evident in the poem "The Girl of Cadiz." He describes the beautiful Spanish girl being more appealing and heart-throbbing than the English girls back home. Byron doesn't even seek to find beauty, for he sees it at first sight in "She walks in beauty." He describes his cousin, whom he sees for the very first time. These type of poems are high-spirited and joyous. Byron tries to portray how he felt that time when he wrote these poetry. The tones are usually joyous and high-spirited. But not always all the time are his poetry joyous. One such example is "So we'll go no more a-roving." This poetry talks about growing old and dying. He tries to show in a pessimistic view that when two lovers grow old together, they get sick of each other and their passion dies out (this is evident in stanza ). This poem brings out no hope. Byron must have wrote this because of his unhappy marriage. And like the title says, he lost his passion for the one he loved that he doesn't want to be sexually active.

Byron uses alliteration, assonance, and other elements in poetry in a serious manner. He not only wants to present his ideas and emotions but show the technical side of his poetry. His poetry comes in various lengths and styles. He write song-like lyrics, narrative poetry, political protest type poems, funny epistles, humorous epics, and so on. Rhyme scheme can be couplets, aabba form, abababcc forms, petrarchan sonnets, and it goes on. One type of uniqueness in his technicality in his poetry is his assonance. He may use assonance in rhyme words at the end of each line, and sometimes alliteration. He uses metaphors and similies to compare something organic like his cousin to something inorganic like the night. He makes such effect in doing this.

Byron nevertheless is a genius. Later on in his life he grows mature on his moral issues and fights over his wrong choices in life. His knowledge of God grows, he has a basic foundation of the nature of God. This can be evident in "The destruction of Sennacharib." He never let anyone come down on his beliefs. He always admit his guilt and mistakes in his poetry, for him poetry is a time of letting out his emotions into powerful creative words. We can sometimes relate to him, for we make mistakes too.
